TacFuels® system

A TacFuels® system was installed and commissioned on eight (8) 210,000 gallon collapsible storage tanks at a forward operating base in Afghanistan in March 2012. The charts shown below were derived from real data collected during February and April 2012. They represent a before and after picture of the TacFuels system installation and show daily variances in inventory, segregated by key movement activities, such as receipts, issues and defuels. Upon analysis, more specific conclusions can be drawn.

  • The pre-TacFuels chart for February illustrates inconsistent and erratic day-to-day activity. Daily physical inventories were obtained by the manual “string” inventory measurement method and show a variance range of -5.42% to +2.74%. The near 7% swing in gain and loss records masks the Accountable Officers ability to effectively manage inventory and provide the necessary oversight on fuel stocks. The ability to quickly detect fraud or identify inoperative equipment is lost due to the acceptance of a large variance.
  • The post-TacFuels chart for April illustrates consistent day-to-day gain/loss variance. The tactical fuel gauge automatically and consistently measures a variance between -1.01% to + 0.27%. Removing the errors associated with the manual measurement process allows quick identification of theft of any substantial volumes. TacFuels has also unmasked key inventory management procedural shortfalls at the facility. On days when fuel has only been issued, there is a small variance (0.0064%). On days when fuel has only been received, there is consistent losses (-0.57%). This highlights excess variances in the receipt and defuel operation, which could imply the need for improved meter calibration and review of the receipt/defuel processes.
